This is a WWII USN cap badge issued for use by a commissioned officer of the United States Navy. Youll note that the eagle is facing right rather than left (dexter vs sinister). When the United States entered the war in 1941, regulations were changed to mandate a right facing eagle as opposed to a left facing eagle. The left facing eagle signified pacificity while the right facing eagle, according to heraldic conventions signified courage, and so was used during wartime. Apparently, it cost $25 for one of these badges, a lot of money in 1941, and it seems as if officers were responsible for the cost. The badge is made in two pieces that are riveted together. The eagle is backstamped with Balfour Sterling while the crossed anchors are backstamped Balfour 1/10 10k G.F (gold filled - which means plated with 10 karat gold). It measures 1 square. The badge is in very good condition with no noted wear.
