This is a vintage Royal Canadian Electrical Mechanical Engineers armlet or brassard dating to 1964. It has three patches on it - the Royal Canadian Electrical Mechanical Engineers, a Mobile Command patch and a crown that I think is a rank patch for Warrant Officer.
