This is a wonderful orange felt hat designed by Philippe Urban for Kates Hats.  Philippe Urban now has his own label, but worked for Kates from 1988 until they closed in 1992, so the hat would date to somewhere in that year range, although being attributed to him on the label, I would think that the hat dates to 1990.  The hat has a round crown and has an interesting upturned octagonal sided brim.  The opening measures 22 1/4” around the sweatband, so this would fit a medium sized head, about a 7 1/8.  It is in very good condition with no wear, tear or soiling. 

This is a fabulous hat - nice quality, great colour and innovative design!
